Santa Ana, California – September 16, 2026 – On August 26, 2026, the California Secretary of State approved notrai’s online six-hour notary course and three-hour refresher course under certificates of approval 608712 and 308732. notrai (NOTRAI.COM) was founded by Mario Fernandez, a commissioned California notary public, to serve first-time applicants and commissioned notaries seeking reappointment.
California requires an applicant seeking a first notary public commission to complete a six-hour course of study approved by the Secretary of State. A commissioned notary may use the three-hour refresher only when the notary holds a current California commission, has previously completed an approved six-hour course, and applies for reappointment before the current commission expires.
Both notrai courses are online and self-paced while enforcing the required instructional time. Students may complete the course over multiple sessions, with their progress saved between visits. After satisfying the course requirements, a student receives a Proof of Completion certificate to attach to the California notary public application.

The courses, practice exam and tutor work in a mobile web browser as well as on a computer. On a phone, students can open the tutor in a panel while working through a lesson or practice question. Course students also complete identity verification using a government-issued photo ID.
