BEIJING, Sept. 17, 2025 /PRNewswire/ -- In today's world, peace and development are the common aspirations of the people of all countries, but the peace deficit, development deficit, security deficit and governance deficit are increasing.
Chinese President Xi Jinping proposed the Global Governance Initiative (GGI) at the "Shanghai Cooperation Organisation (SCO) Plus" Meeting held in North China's Tianjin on September 1. This initiative aims to promote all countries to collaborate to build a more just and equitable global governance system. This is another important public good that China has contributed to the world in the new era, following the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI), injecting stability and certainty into a turbulent world.
From the "historical answer" offered by the Five Principles of Peaceful Coexistence to the "contemporary answer" offered by the building of a community with a shared future for humanity, the Communist Party of China (CPC) has always cared about the future of humanity and the well-being of the people, and has regarded making new and greater contributions to humanity as its mission.
In his address at the grand gathering in Beijing's Tian'anmen Square on September 3 to commemorate the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, President Xi, also general secretary of the CPC Central Committee, said that the Chinese people will stand firmly on the right side of history and on the side of human progress, adhere to the path of peaceful development, and join hands with the rest of world to build a community with a shared future for humanity.
Chinese modernization is a path of peaceful development. China will always be a force for peace, stability and progress in the world.
We will follow the righteous path and work for just causes.
GDI: the path to win-win cooperation
Win-win cooperation is the trend of our times. Only by upholding win-win cooperation can we advance global sustainable development.
Poverty is a root cause of unrest; development is the key to resolving myriad challenges and realizing people's well-being. At present, the global development process is under assault, the world openness index continues to decline, and unilateralism and protectionism are on the rise. In June this year, the World Bank slashed its global growth forecast for 2025 to 2.3 percent.
Managing the trends from the long-term perspective, resisting actions that seek to roll back progress, and promoting a universally beneficial and inclusive economic globalization, we can reinforce global development momentum and make life better for people across the world.
The world is calling for open cooperation and mutual benefits, and China is injecting certainty into global development.
Faced with a complex external environment, China will prevail so long as it runs its affairs well, continues to promote high-standard opening-up and keeps providing new opportunities for the world through its own new development.
China has set up platforms such as the China International Import Expo, the China International Consumer Products Expo, the Canton Fair, the China International Fair for Trade in Services and the China International Supply Chain Expo, granted zero-tariff treatment to all least developed countries that maintain diplomatic relations with China on 100 percent of their products, and expanded its unilateral openness to least developed countries. The doorway of China's openness becomes ever wider.
In Laos, Chinese enterprises are helping to develop ancient tree tea products, and the tea industry is lifting local people out of poverty; in Burkina Faso, after the introduction of Chinese hybrid rice technology, local grain yields have increased markedly, essentially achieving "zero rice imports" for the African country.
With high-quality Belt and Road cooperation, more than 40 million people have cumulatively been lifted out of poverty. In the first eight months of this year, China's imports and exports with Belt and Road partner countries reached 15.3 trillion yuan ($2.13 trillion), up 5.4 percent year-on-year.
As all peoples across the globe wish for a happy life, China has proposed and is pushing forward the Global Development Initiative.
Having endured great hardship and sacrificed enormously, most emerging markets and developing countries have struggled out of the quagmire of colonial history. They understand better the preciousness of prosperity and development.
The GDI focuses on resolving development imbalances, promoting the path of common development for the international community and revitalizing the 2030 Agenda for Sustainable Development.
To date, more than 80 countries have joined the Group of Friends of the GDI, and more than 70 countries, regions and international organizations have become part of the Global Development Promotion Center Network. The total number of projects in the Global Development Project Pool exceeds 1,100. Through the GDI, nearly $20 billion in development funds have been mobilized.
From China-Africa working together to take 10 partnership actions for modernization, to China's eight actions for global development, to China-Latin America initiating its five major programs, China has always been part of the Global South, and a proactive actor and practitioner in supporting global development.
"The modernization we are pursuing is not for China alone. We are ready to work with all countries to advance global modernization featuring peaceful development, mutually beneficial cooperation and common prosperity, and to build a community with a shared future for mankind."
GSI: the path to global peace
Pursuing common development in harmony is the right way for all nations to get along. Only by adhering to the principle can countries truly safeguard the common security and maintain global peace and stability.
The world is in turmoil. "Everywhere we look, peace is under attack." According to the Institute for Economics & Peace in its 2025 Global Peace Index, there are currently 59 active state-based conflicts, the most since the end of WWII. Global peace is at its lowest level since the inception of the index.
President Xi has stressed, "Security is the precondition for development and humanity are living in an indivisible security community." The pursuit of lasting world peace - ensuring that every nation enjoys a stable external environment and that all people can live in peace and prosperity - is both a shared vision and a common responsibility.
The world urgently needs peace, and China has always been a builder of world peace.
The spirit of overcoming difficulties in solidarity and pursuing common development in harmony is deeply rooted in the cultural realm of the Chinese nation and runs in the blood of the Chinese people. China remains committed to openness and cooperation with all countries, advancing development through cooperation, promoting security through cooperation and working together to build a world of lasting peace and universal security.
China has issued its position papers on the Ukraine crisis, as well as the Palestine-Israel and Afghan issues, launched the Group of Friends for Peace on the Ukraine crisis with Brazil and other Global South countries, brokered a reconciliation between Saudi Arabia and Iran, promoted Palestine's internal reconciliation, and proposed and jointly advanced the implementation of Outlook on Peace and Development in the Horn of Africa with regional partners.
China has also established platforms for international security dialogue, such as the Beijing Xiangshan Forum, China-Africa Peace and Security Forum and China-Latin America High-level Defense Forum, deepening cooperation in peacekeeping, counter-terrorism, climate change, disaster prevention and reduction, and the fight against transnational crime.
All nations' security interests are equal, and every country's legitimate and reasonable security concerns deserve attention and proper solutions. China actively advances the cause of international peace, building consensus and pooling strength from the global community to meet security challenges together.
The people of all countries desire tranquility, and in response, China has put forward and promoted the implementation of the Global Security Initiative.
As inhabitants of the same planet, humanity must stand together in times of difficulty and live in harmony. In today's interdependent world, absolute security and exclusive security are just not viable.
The GSI upholds the vision of common, comprehensive, cooperative and sustainable security, and advocates for a new path to security featuring dialogue over confrontation, partnership over alliance and win-win over zero-sum.
Praised as "a powerful tool to safeguard the common values of humanity" and "visionary and wise," the GSI has gained the support of over 130 countries and regional and international organizations. It has been written into over 140 bilateral and multilateral documents between China and other countries or international organizations, delivering tangible progress in maintaining regional stability and other fields.
China upholds justice and cherishes peace.
China has no genes of hegemony. It is the only major country to enshrine "a path of peaceful development" in both its Constitution and the charter of its ruling party, elevating it to the level of national will. China's modernization represents the growth of the world's forces for peace and the strengthening of international forces for justice.
GCI: the path to human civilization
Exchange and mutual learning are the essential requirements for the development of civilization. Only by upholding inclusiveness and mutual learning can we drive human civilization toward new progress.
"Wars begin in the minds of men." Looking around the world, some seek to stoke prejudice and hatred through rhetoric of "clash of civilizations," "racial superiority," and "systemic confrontation," provoking ideological antagonism and exacerbating the risks of division and confrontation in the world.
"With an open and inclusive mind-set, we should paint a grand picture of civilization that promotes the building of a community with a shared future for mankind." President Xi's important remarks reveal the direction needed to be taken in order to drive human civilization.
The advancement of human civilization calls for mutual respect and inclusive dialogue. China adheres to the exchange and mutual learning among civilizations.
The world encompasses over 200 countries and regions, with more than 2,500 ethnic groups and diverse religions. Diversity is the very essence of human civilization. It is precisely because nations differ in history, culture and systems that we need to exchange insights, learn from each other's strengths and march forward together.
From the romantic imagery of the "Rainbow Skirt and Feathered Garment" to the cultural motif of "Three Rabbits Sharing One Ear," Dunhuang, a millennium-old hub where Eastern and Western cultures converged, shines as a brilliant pearl in the river of world civilization.
When Chinese playwright Tang Xianzu of the Ming Dynasty (1368-1644) and English playwright and poet William Shakespeare "joined hands" at Zhejiang Literature Museum, and when the art of the states of Zeng and Chu shone in San Francisco, civilizations crossed the border of mountains and seas, sparking brilliantly through exchange.
Chinese civilization is an open system formed through continuous exchange and mutual learning with other civilizations, enduring and ever-renewing through inclusiveness. Chinese modernization creates a new form of human civilization, contributing unique wisdom to the development of world civilizations.
Different civilizations require peaceful coexistence and seeking common ground while preserving differences. China has proposed and promoted the implementation of the Global Civilization Initiative.
"Harmony without uniformity" is the law of the spread and development of human civilization. The GCI aims to foster mutual understanding and friendship among peoples, encourage inclusive mutual learning among civilizations, and advance the building of a world garden of civilizations where all can flourish together.
In June 2024, the 78th session of the United Nations General Assembly unanimously adopted a resolution proposed by China to establish an International Day for Dialogue among Civilizations. The resolution fully embodies the core essence of the GCI and designates June 10 as the International Day for Dialogue among Civilizations.
"We will carry out the 'Confucian-Islamic Civilizational Dialogue' cooperation to jointly build a platform for civilizational exchanges between our two countries and even at the regional level." This June in Kuala Lumpur, Malaysia, the Confucian-Islamic Civilizational Dialogue injected positive energy into deepening Global South cooperation and promoting world peace and development.
China is ready to work with other countries to uphold the vision of equality, mutual learning, dialogue, and inclusiveness between civilizations, and inject new impetus into the progress of human civilization and the peace and development of the world.
GGI: the path to fairness and justice
Fairness and justice are the lofty goals pursued by all people, and lasting security is built on fairness and justice. Only by upholding fairness and justice can we promote a just and reasonable international order.
"We need to commit to fairness and justice. Without them, power politics will be the order of the day." In 1945, the UN came into being, writing a new page in global governance. Today, 80 years later, the world has found itself in a new period of turbulence and transformation, and global governance has come to a new crossroads.
Enhancing global governance is the right choice for the international community to share in development opportunities and address global challenges. The world needs justice, not hegemonism. World affairs should be handled through extensive consultation, not dictated by those with more muscles. The Global Governance Initiative reflects the common aspirations of all peoples, meets the urgent needs of today's world and comes at the right time - pointing the way forward and demonstrating responsibility.
The world calls for fairness and justice, and China stands firm in upholding fairness and justice.
To address global challenges, we must adhere to the concept of global governance based on the principle of extensive consultation and joint contribution for shared benefit, and ensure that international rules are written and safeguarded collectively by all nations.
In advancing innovation in the field of international rule of law, China, together with 32 countries, has established the International Organization for Mediation, providing new choices, new approaches and a new platform for the peaceful and efficient resolution of international disputes.
China is expanding and strengthening cooperation platforms for the Global South, leading the high-quality development of "Greater BRICS Cooperation," building the SCO into the largest regional organization in terms of both territory and population, proposing to carry out open and inclusive cooperation of the Global South and announcing eight measures in support of Global South cooperation.
China firmly upholds the fundamental norms governing international relations, speaks for fairness, acts with justice, advocates for an equal and orderly multipolar world, and opposes all forms of hegemonism and power politics.
As all peoples across the globe yearn for fairness and justice, China has put forward and is actively advancing the Global Governance Initiative.
Multilateralism provides an important underpinning for world peace and development. To uphold true multilateralism is to uphold the international system with the UN at its core, the international order underpinned by international law and the basic norms of international relations based on the purposes and principles of the UN Charter.
In reforming and improving global governance, sovereign equality is the foremost premise of global governance, international rule of law is the fundamental safeguard, multilateralism is the basic pathway, the people-centered approach is the underpinning value and taking real actions is an important principle. All these point to a shared commitment: to firmly support the UN in playing a central role in international affairs and to encourage countries to participate in reforming and building the global governance system through the UN and other multilateral mechanisms.
On September 5, the 79th session of the UN General Assembly adopted the resolution on Cooperation Between the United Nations and the Shanghai Cooperation Organisation introduced by China. The resolution was co-sponsored by nearly 40 countries, including all SCO member states.
Many parties recognized that the world today urgently needs more effective governance concepts and systems, and that President Xi's GGI responds to the trend of the times and will play an important role in addressing global challenges and improving global governance.
UN Secretary General António Guterres noted: "China has made significant contributions to safeguarding international law and ensuring international rule of law, and has been a cornerstone of multilateralism."
China takes on great responsibilities and walks the right path.
By building a community with a shared future for humanity, advancing the four global initiatives and jointly developing the BRI, China is committed to working with all countries to lead the world toward a brighter future of peace, security, prosperity and progress.
We must respond to people's concerns and pursue the larger interests of all countries.
