Experienced attorney brings 25 years of federal government expertise gained from the U.S. DOJ, U.S. Senate and NSF Inspector General's Office

BUFFALO, N.Y., July 9, 2025 /PRNewswire/ -- Phillips Lytle LLP announced the addition of Scott L. Sroka as Special Counsel. As a seasoned federal litigator, Mr. Sroka brings 25 years of experience representing the United States in federal courts, handling complex matters spanning civil, criminal, immigration, education and other complex areas of the law. His appointment strengthens the firm's expertise in navigating government-related legal challenges and enhances its federal litigation and regulatory advisory capabilities.

As Special Counsel, Mr. Sroka will leverage his extensive background to support Phillips Lytle's Litigation Practice and offer strategic counsel in government investigations and regulatory matters. His deep understanding of federal government operations-gained through his decades of work with the U.S. Department of Justice, U.S. Senate and National Science Foundation's Office of Inspector General-uniquely positions him to advise clients on regulatory compliance, public policy, and investigations, issues and hearings involving government agencies.

Prior to joining Phillips Lytle, Mr. Sroka served as an Assistant United States Attorney in both Washington, D.C. and the Western District of New York, where he also served as the First Assistant U.S. Attorney.

Mr. Sroka's previous federal government service includes roles as Senior Investigative Attorney with the National Science Foundation's Office of the Inspector General and as Counsel to U.S. Senator Charles E. Schumer on the Senate Judiciary Committee after working as Western New York Regional Director for Senator Schumer. His diverse experience encompasses legislative drafting, high-stakes criminal prosecution and complex civil litigation across numerous federal agencies. He also brings extensive experience in the higher education field.
